The Town of Patagonia has been awarded a Community Development Block Grant (CDBG) from HUD through the
Arizona Department of Housing and has qualified for funding from the United States Department of Agriculture
(USDA) Rural Utilities Service (RUS), for the Drinking Water System Improvements, CDBG #117‐12. The Town will receive sealed bids from qualified contractors with a Class “A”, General Engineering Contractor license as required by the Arizona Registrar of Contractors for this project. Specialty contracting licenses will be allowable if it can be demonstrated that the specialty license applies to this project. All bids must be presented on the prescribed forms included in the contract documents. Failure to complete all of the required forms may result in rejection of the bid.
Bids will be received until 3 p.m., on December 4, 2013, at the Town of Patagonia, 310 McKeown Avenue, P.O. Box 767, Patagonia, AZ, 85624 at which time they will be publicly opened and read aloud. Bids received after that time will not be accepted.
A Pre‐Bid Conference will be held at 10:00 a.m., on November 25, 2013, at the Town of Patagonia Town Hall, for all prospective bidders. Attendance is not mandatory, but is highly recommended.
Project Location and Description: Town of Patagonia, Santa Cruz County, Arizona. Construction of approximately 8,655 lineal feet of 6”, 8”, 12” Water Main and appurtenances, 22 Fire Hydrants, 19 Services, Pipe installation by directional drilling and/or boring and casing, and Water Production Facilities improvements.
A complete bid document may be obtained from Bowman Consulting, 305 E. 4th Street, Safford, Arizona 85546 (928) 432‐8548 ) for a non‐refundable price of $100.00; checks are to be made out Bowman Consulting, and are due upon request of the Bid Package. Plans may also be reviewed at the Town of Patagonia, 310 McKeown Avenue, Patagonia, AZ, 85624 (520) 394‐2229. The Bid Packages are not available electronically and the prospective bidder is required to provide a FedEx or UPS account number for delivery of the bid package.
The Town retains the right to reduce or eliminate portions of the work to coincide with the availability of
Bidders are hereby notified that federal funds are being used to assist in the construction of this project and
accordingly, will be required to comply with all applicable federal laws, including, but not limited to the Copeland
“Anti‐Kickback” Act (18 U.S.C. 874) as supplemented by Department of Labor Regulation (29 C.F.R. Part 3). In
addition, all wages must be in compliance with the Davis‐Bacon wage rate determination of this project.
The Town reserves the right to accept the lowest, responsive, responsible bid of any bidder eligible to participate
in federally funded projects; to consider alternatives; or reject any or all bids, and to waive irregularities or
informalities deemed advantageous to the Town.
Bidders shall clearly mark on the outside of the sealed bid envelope “Bid for Town of Patagonia – Drinking Water System Improvements – CDBG #117‐12” and give bidder’s name, address, date, and Arizona Contractor’s License Number. Bids received after the specified time of closing will be returned unopened.
